something I had thought of but haven't had the time to get skuzzle to do yet... solely for a mk2.5 (don't know if its the same on other mks) a cold air feed from the nearside fog light hole up to behind the headlight, with a small hole in the 90 degree bend to allow water to escape. I used to have a flexi pipe from my turbo holding the air intake cone down behind the fog light but large puddles always worried me.
obviously you already have the air box but im thinking more for FI cars. if you really wanted to you could always develop a "midpipe" to take the air from the fog light up to the air box
