This is a bit of a storm in a tea cup IMO. Anyone building a kit car these days should surely already be running EFi so adding a cat to pass MOT emissions isn’t exactly a hardship.
I do feel sorry for the hot Rodders though as they like their v8s on carbs.

The manufacturer emissions standards and the MOT test standards are not the same. It’s not like they are saying kit car builders should be subject to the same standards by any stretch. It’s pretty reasonable IMO to ask that kit cars are able to pass the MOT emissions test for the age of the vehicle rather than the test based on the age of the engine. Having built a kit car and been a part of that community there aren’t many people still building cars based on 20 year old engines. There are a few old Rover V8 builds sure but the majority use modern 4 bangers. This is going to be an issue for about 8 people*.

It will become a problem if they start to try and impose modern emission levels onto older cars

It’s only for cars IVAd after a date this year. If you had it registered before it will be to the old rules. While the government changes to things like this are always a pain they’ve never, to date, applied anything retrospectively.
