update: it has just done exactly the same thing. After sitting writing the post above, i tried it again.
Everythign plugged in, seeing 1.5v on blue wire. Ignition to second position and it sees 12.5v and fuel pump turned on and then when turning igntion to start, teh starter solonoid clicks. Then it goes back to not working.
So somethign is temporarily switching off.
WTF is going on?

F ucknose try 'hotwiring' the startermotor? easily done with a screwdriver if you're an animal (or 2 bits of wire & a button / switch if you're slightly more refined ) check battery / body / ppf / engine earth connections... Rich.

also..... Mazda's wiring diagrams are naff to say the least and.... they've designed knitted the looms in an overcomplicated & somewhat stupid manner not much makes sense and definately NOT K.I.S.S Rich.

A gentle tap with a hammer used to free older starter motors. Is the starter engaged with the starter ring on the flywheel? I mean is the solenoid already engaged? Disconnect the solenoid and see what voltage you get on the wire when you select start. I know the starter is attached to the engine but is the engine properly earthed?

Ok. So you know when you start doing something and you don't check the first step because you checked out yesterday and you just 'know' it's ok. And then it's always that first obvious step that is the problem

Next problem deserves a new thread as it is oil/cranking related and not electrical.
