Taken from the above website
Display Of Vehicle Registration Marks On Imported Vehicles (which have a restricted space for a standard sized number plate) Certain imported vehicles may be permitted to display number plates with smaller characters if the vehicle does not have European Community Whole Vehicle Type Approval AND the vehicle's construction/design cannot accommodate standard size number plates
Characters Group 1 Height 64mm Width 44mm Stroke 10mm Space between characters 10mm
Think you'd have to be careful running this size plate as the police could argue that you do not have a restricted space for the plate (front)
Catch the law on a bad day and it could be £90 to find out the hard way

IIRC standard size text cut down to an 11mm border should see you fine and still look smaller.
I recall FancyPlates at one stage did plates with the characters and the white bit cut down to an outline 11mm round the characters, so it wasn't actually square at all lol. I think that stretched things too far!

Ideally you want a reg number with three ones in it, my reg starts L"11 which spaced correctly is the same or very similar width the the last three letters, I could have a pretty small plate but tbh I'd sooner have either stock size in its present location or remove it all together.

how to achieve a nice cut around the edges I wonder. 11mm isn't that much.

I ran an "illegal" plate on my 1.6 mk1 and my Focus ST for 2 years - went through mot and never had any problems. Chatting to a traffic cop - he said, officially we might ask for you to get it changed, unofficially as long as ANPR can read it, then they don't care! If you are obviously and deliberately trying to obscure your reg then you're in trouble. I wrote a whole thread on the legal requirements of number plates on the ST owners site (with diagrams) for positioning because we like stick on plates on the side that curve round the bumper under the headlight, also on the small gap between upper and lower grille, loads of people do it but it's not legal! I've even seen people shove them on top of the dash wedged under the windscreen😄 The number plate discussion is a bit like the decat thing - amazing how many people get away with it!
so to answer your question, do what you like until someone tells you you can't 👍😁
