Had a look at this. Think it would be applicable to short range & low payload aircraft. High aspect ratio wings are great but also have their limitations- I can’t think of a contemporary airliner that doesn’t store fuel in its wings in addition to fuselage tanks (these are always used first as the wing tanks are getting transported for ‘free’). Plus a max 0.8MN is pretty slow for intercontinental travel, hence short haul applications. Interesting though 🙂

Ignoring the tobacco part of it, can you imagine them banning something you like and aren't offended by, in the same fashion ? as in, with a creeping age barrier ? Notice how in the UK they started pushing the limits of what a historic car could be... heh.
